Energy Woes

Someone brighter than me, could you please explain what the logic behind this ruling is?

My view on it is that the State entered those contracts as a reaction to an artificial energy shortage. That the shortage was due to market manipulation has been proven in court. So why are those contracts still considered binding if they were entered under conditions that were essentially blackmail? Am I missing something here?
