Further research indicates that the spa has to be 10' away from all power lines or the power lines have to be at least 18' above the water's surface. The electrical lines down the back are well over 18' up.
More problematic is that my ideal location happens to be under the drop where the power comes into the house. They may not be over 18' over the proposed surface of the water for the entire run. (Me and my metal tape measure are not going to empirically find out.) Worst case scenario I can probably put it in Location B. Less ideal, but I was planning on putting a machiai there anyway, so I can probably make it work without turning it into a horrible eyesore.

On to the next research topic. Anyone know of a good, affordable painter in the Santa Clara area? I've got a bunch of peeling paint and a chunk of cash that I need to give to someone to paint the house before I decide it can be re-allocated into a new TV instead. (Mine's starting to show signs of upcoming failure.)
